Updating or developing a cultural policy for a city or a Regional County Municipality is a strategic planning exercise that defines the objectives and broad strategies for the cultural offerings of a given territory based on current and potential demand (sociodemographic profile of the population). These objectives and strategies must be developed in accordance with the Quebec government’s Guide to Municipal Cultural Policy Development, which recommends involving stakeholders, conducting consultations, and analyzing the situation, leading to the identification of issues, broad guidelines, and eventually the implementation of an action plan.
